Planning and Development


We are often told that there is a shortage of housing – this is across the country, and not just in Telford & Wrekin.  What is important, is that the right type of housing is provided in the right locations.

The overall planning system is managed under The National Planning Policy Framework (NPPF).  Local Authorities produce their own Local Plans, which are recognised by the Borough as the Planning Guidance for all development within its boundary.

The Telford & Wrekin Local Plan (TWLP) is the Development Plan for the Borough and is central to delivering plan-led growth and is the starting point for assessing planning applications.  The TWLP 2011 – 2031 was adopted in 2018 and is currently under review which will take account of changing circumstances affecting the area or any relevant changes in national policy.

The Borough needs to comply with the Regulations and ensure its Local Plan is up to date and in conformity with the revisions to the NPPF.

All parish & town councils are statutory consultees for planning applications within their boundaries and we take an active role in the consultation process.  Councillor C Turley and Councillor G Sinclair are our Lead Members on Planning and site visits take place whenever possible to see the site and envisage the proposals.  We are always keen to hear from neighbours – local views are very important.

Planning Applications within the Parish.

Hollinswood & Randlay Parish, along with all Parish & Town Councils, is a statutory consultee for all Planning Applications within the Parish.

Telford & Wrekin Council, as the Local Planning Authority, consults the Parish Council as part of its statutory duty.

The Parish Council is also part of a process regarding Pre-Application Consultations with developers, home owners and businesses.  If you would like to discuss a proposal with your Parish Council, please contact the Clerk for details of how this is possible and how it can work to your advantage.

All Planning Applications are considered taking into account the policies within the Telford & Wrekin Local Plan.

The Planning System

Planning control is the process of managing the development of land and buildings. The purposes of this process are to save what is best of our heritage and improve the infrastructure upon which we depend for a civilised existence.

Telford & Wrekin Council (the ‘planning authority’) is responsible for deciding whether a development – anything from an extension on a house to a new shopping centre – should go ahead.

When reviewing applications the Parish Council considers planning issues. These can include:

  • consistency with the development plan for the area
  • traffic and highway safety issues
  • overlooking, loss of privacy and loss of light
  • scale of the development
  • design, appearance, layout and material
  • loss of important open space of physical features
  • noise, disturbance or smells
  • local knowledge of drainage or other possible problems with the surface
  • impact on the surroundings

Issues that are not relevant include:

  • effect on the value of property
  • loss of view over other people’s land
  • possible future development not included in the application
  • private property rights such as boundary or access disputes
  • matters covered by other laws
  • the morals or motives of the developer
