Introduction to Standing Orders and Financial Regulations

Parish & Town Councils have powers to represent and support their local communities.  They protect and enhance local environments and provide services and facilities for residents and visitors.

However, Parish Councils do not automatically have a power of general competence – they do not have an unlimited power to do what they choose with finances or resources available to them.

Council, whether they be parish or town, district or unitary, can only act if they have been given a specific power to do so by statute.  This means all Parish & Town Councils are set up and controlled by Acts of Parliament.

It is important that all councils work within these statutes, so policies and procedures are essential to ensure that any business is conducted in a legal and transparent manner.
